LAGRANGE CITY COUNCIL

APRIL 5, 2010

 

CITY OFFICIALS PRESENT  Elsie Carter, Mayor, Josh Nagy, Administrative Assistant, Graham Whatley, City Attorney and Stephanie Cooper, City Clerk.

 

COUNCIL MEMBERS PRESENT    Wally Nay, Jean Knight, Melanie Woosley, Debbie Pollard, Joe Davenport, Jason Taylor and Linda Hall.  Tom Goldsmith was absent.

 

Mayor Carter called the meeting at 6:39 p.m.  Mayor Carter led Council and audience in the Pledge of Allegiance to the Flag.

 

APPROVAL OF MINUTES FOR MARCH 1, 2010 MEETING     Councilwoman Pollard made motion to approve March 1, 2010 minutes, seconded by Councilwoman Woosley.  The motion in favor of passed unanimously, 7 to 0.     

 

PUBLIC COMMENT            Tom Cox, 209 North First Street, complimented everyone on keeping the quiet zone.  Jean Knight, 221 Jane Street, made a compliment to Melanie Woosley, John Black, Ernie Harris and LaGrange Public Works for the work that was done to keep the quiet zone.  Betty Davenport commented on damage to her property at 306 W. Main Street.  Lillian Bayer, 116 East Main, made comment on the quiet zone.

 

REAPPOINTMENT OF WAYNE LAWSON TO PARK BOARD  Councilwoman Pollard made motion to approve Wayne Lawson to Park Board, seconded by Councilwoman Knight.  The motion in favor of passed unanimously, 7 to 0.

 

LAGRANGE COMMUNITY CENTER REPORT   No Report.

 

DISCOVER DOWNTOWN LAGRANGE REPORT           Barbara Edds gives a report on past and future events for LaGrange.

 

INTERLOCAL AGREEMENT BETWEEN CITY/COUNTY ON EMERGENCY MANAGEMENT       Kevin Nuss with the Oldham County Emergency Management

gave a presentation on agreement.  Councilwoman Pollard made motion to approve agreement, seconded by Councilwoman Hall.  Mayor Carter calls for question: Hall-yes, Pollard-yes, Woosley-yes, Knight-yes, Taylor-yes, Nay-yes and Davenport-yes.  The motion in favor of passed unanimously, 7 to 0.

 

RESOLUTION 1-2010 - ARBOR DAY  Stephanie Cooper, City Clerk, read Resolution 1-2010.  Councilwoman Knight made motion to approve Resolution 1-2010, seconded by Councilman Nay.  The motion in favor of passed unanimously, 7 to 0.

 

SECOND READING AND PUBLIC HEARING OF ORDINANCE 2-2010 - AN ORDINANCE PURSUANT TO THE PROVISION OF KRS 81A.410 AND KRS 81A.412 AND 220.530 AND ALL OTHER APPLICABLE LAW ANNEXING THE PROPERTY PRESENTLY CONTIGUOUS TO EXISTING LAGRANGE CORPORATE LIMITS LOCATED AT 2100 SOUTH STATE HIGHWAY 53      Stephanie Cooper, City Clerk, read Ordinance 2-2010. Councilwoman Pollard made motion to go into public hearing, seconded by Councilwoman Hall.  The motion in favor of passed unanimously, 7 to 0.  No comment.  Councilman Nay made motion to go out of public hearing, seconded by Councilwoman Hall.  The motion in favor of passed unanimously, 7 to 0.  Councilwoman Woosley made motion to approve Ordinance 2-2010, seconded by Councilwoman Knight.  Mayor Carter does a roll call vote:  Davenport-yes, Nay-yes, Taylor-yes, Knight-yes, Woosley-yes, Pollard-yes and Hall-yes.  The motion in favor of passed unanimously, 7 to 0. 

 

SECOND READING AND PUBLIC HEARING OF ORDINANCE 3-2010 - AN ORDINANCE PURSUANT TO PROVISION OF KRS 81A.410 AND KRS 81A.412 AND ALL OTHER APPLICABLE LAW ANNEXING PROPERTY PRESENTLY CONTIGUOUS TO EXISTING LAGRANGE CORPORATE LIMITS.  A PORTION OF PINE RIDGE ROAD TO CITY OF LAGRANGE LOCATED ON WEST SIDE OF KY HIGHWAY 53 BETWEEN CHERRY WOOD DRIVE AND ZHALE SMITH ROAD Stephanie Cooper, City Clerk, read Ordinance 3-2010.  Councilman Nay made motion to go into public hearing, seconded by Councilwoman Pollard.  The motion in favor of passed unanimously, 7 to 0.  David Garber, 2005 South Hwy. 53, commented he is available for any questions.  Councilwoman Woosley made motion to go out of public hearing, seconded by Councilwoman Pollard.  The motion in favor of passed unanimously, 7 to 0.  Councilwoman Knight made motion to approve Ordinance 3-2010, seconded by Councilwoman Hall.  Mayor Carter does a roll call vote:  Hall-yes, Pollard-yes, Woosley-yes, Knight-yes, Taylor-yes, Nay-yes and Davenport-yes.  The motion in favor of passed unanimously, 7 to 0. 

 

 

NEW BUSINESS/COMMITTEE REPORTS  Troop 144 was at the City Council meeting to earn a merit badge. Councilwoman Woosley had questioned the budget meetings.  Team Joe will meet Tuesday, April 20, 2010 and Team Debbie will meet Wednesday, April 21, 2010.
