LAGRANGE CITY COUNCIL

APRIL 4, 2011

 

CITY OFFICIALS PRESENT  Bill Lammlein, Mayor and Stephanie Cooper, City Clerk.

 

COUNCIL MEMBERS PRESENT     Jean Knight, Melanie Woosley, Tom Goldsmith, Joe Davenport, Tad Humble.

 

Linda Hall, Debbie Pollard and Jason Taylor were absent.

 

Mayor Lammlein called the meeting at 6:31 p.m.

 

APPROVAL OF MINUTES FOR MARCH 7, 2011 MEETING    Councilwoman Woosley made motion to approve March 7, 2011 minutes, seconded by Councilwoman Knight.  The motion in favor of passed unanimously, 5 to 0.

     

FINANCIAL REPORT       Councilwoman Knight made motion to approve financial report, seconded by Councilwoman Woosley.  The motion in favor of passed unanimously, 5 to 0.

 

MAYOR'S OPEN REMARKS       Mayor Lammlein discussed removing yellow crossover barriers on Highway 53 and Main Street and replacing with concrete barriers; replacing sidewalk in front of DeHaven Church from Third Street to Fourth Street; sidewalk west side of Walnut Street between Main Street and Jefferson Street and building sidewalk on Jericho Road.  Mayor Lammlein made an announcement to builders and developers that he can not review drawings or plans.

           

PUBLIC COMMENT          Cynthia Stafford with HDB Service made an announcement on the bus service.  Richard "Dip" Rankin, 519 Horton Road, commented on concrete barriers at Main Street and Highway 53 and the children at Walsh Park.

 

LICENSE AGREEMENT BETWEEN OLDHAM COUNTY PUBLIC LIBRARY AND CITY OF LAGRANGE FOR A GAZEBO LOCATED ON PARKER DRIVE

Wayne Theiss, 5103 Glen Cove Road, discussed the project with City Council.  Councilwoman Woosley made motion to approve license agreement that was read by City Attorney with stipulation that it is approved by Kentucky League of Cities for the license that we would require to provide to them, seconded by Councilman Humble.  Mayor Lammlein does a roll call vote: Davenport-yes, Knight-yes, Humble-yes, Woosley-yes, and Goldsmith-yes.  The motion in favor of passed unanimously, 5 to 0.

 

RESOLUTION 4-2011 - RESOLUTION CONDEMNING THE PROPERTY LOCATED AT 105 SOUTH THIRD STREET      Steve Emery, City Attorney, read Resolution 4-2011.  Councilwoman Knight made motion to condemn property on 105 South Third Street and authorize Mayor Lammlein to execute Resolution 4-2011, seconded by Councilwoman Woosley.  Mayor Lammlein does a roll call vote: Davenport-yes, Knight-yes, Humble-yes, Woosley-yes, and Goldsmith-yes.  The motion in favor of passed unanimously, 5 to 0.

 

FIRST READING OF ORDINANCE 5-2011 - AN ORDINANCE AMENDING ORDINANCE 10-2004, ALCOHOLIC BEVERAGE CONTROL ORDINANCE   Steve Emery, City Attorney, read Ordinance 5-2011 for first reading and public hearing will be on May 2, 2011.

 

FIRST READING OF ORDINANCE 6-2011 - AN ORDINANCE AMENDING FINES FOR MOST VIOLATIONS          Steve Emery, City Attorney, read Ordinance 6-2011 for first reading and public hearing will be on May 2, 2011.

 

SECOND READING AND PUBLIC HEARING OF ORDINANCE 3-2011 - AN ORDINANCE ADOPTING TEXT AMENDMENTS TO THE COMPREHENSIVE ZONING ORDINANCE OF OLDHAM COUNTY, KENTUCKY         Steve Emery, City Attorney, read Ordinance 3-2011 for second reading.  Councilwoman Knight made motion to go into public hearing, seconded by Councilwoman Woosley.  The motion in favor of passed unanimously 5 to 0.  Brian Davis with Oldham County Planning & Development did a presentation to City Council explaining changes to comprehensive zoning ordinance and Laurel Tarbis, 614 Kentucky Avenue (PLEASE SEE ATTACHMENT FOR PUBLIC HEARING).  Councilwoman Knight made motion to go out of public hearing, seconded by Councilwoman Woosley.  The motion in favor of passed unanimously, 5 to 0. Councilwoman Woosley made motion to pass Ordinance 3-2011, seconded by Councilwoman Knight.  Mayor Lammlein does a roll call vote: Davenport-yes, Knight-yes, Humble-yes, Woosley-yes, and Goldsmith-yes.  The motion in favor of passed unanimously, 5 to 0.

 

SECOND READING AND PUBLIC HEARING OF ORDINANCE 4-2011 - AN ORDINANCE MODIFYING § 72.02 CONCERNING MANNER OF PARKING   Steve Emery, City Attorney, read Ordinance 4-2011 for second reading.  Councilman Goldsmith made motion to go into public hearing, seconded by Councilman Humble.  The motion in favor of passed unanimously, 5 to 0.  Laurel Tarbis, 614 Kentucky Avenue, concerned about parking if there was construction.  Councilman Humble made motion to go out of public hearing, seconded by Councilman Goldsmith.  The motion in favor of passed unanimously, 5 to 0.  Councilman Humble made motion to enact and ordain Ordinance 4-2011, seconded by Councilman Goldsmith.  Mayor Lammlein does a roll call vote: Davenport-yes, Knight-yes, Humble-yes, Woosley, yes, and Goldsmith-yes.  The motion in favor of passed unanimously, 5 to 0.

 

MAIN STREET REVITALIZATION GRANT   Mayor Lammlein explained to Council where the City was on the Main Street grant.

 

DISCOVER DOWNTOWN LAGRANGE REPORT     Linda Goin gave a report on past and future events.

 

COMMITTEE REPORTS  Councilwoman Knight questioned Chief Collett on the Lee Street Reunion.  Councilman Humble mentioned budget would be ready for May 2, 2011 meeting. 

              

NEW BUSINESS      Councilwoman Woosley questioned Chief Collett on parking at corner of Third Street and Jefferson Street and property off Washington that is full of junk.  Councilman Goldsmith stated to Chief Collett about the traffic on Highway 53 and Highway 146, people not stopping and people cutting through parking lot where fish bus is. 

           

PUBLIC DISCUSSION       Richard "Dip" Rankin, 519 Horton Road, had discussion with Mayor Lammlein on the concrete barriers on Main Street and Highway 53.  Karen Eldridge commented on a light that is not working at Walnut Street and Cedar Street. Laurel Tarbis, 614 Kentucky Avenue, made comment about speeding on Kentucky Avenue.
